What is an issue?

Issues are ‘burning matters’ in society with proponents and opponents that are settled in a public dialogue. Think, for example, of the expansion of an airport in a densely populated area or the underground storage of carbon dioxide. Organizations that are faced with these matters due to the nature of their activities need to be able to deal with the expectation gaps and controversies that arise. This doesn’t always play out well leading to reputation damage.
